He investigated San Francisco, California and Kansas City, Missouri (KCMO).

Canada sure has a lot of dog-haters these days. Wonder where they all came from?

Sounds as though Montreal has a problem with vandalism, prostitution and drug use in some of its parks.

The solution?  No dogs allowed.  That should work.
